DiA decision regarding qualifications of observers

On the meeting of 26 July 2013, Democracy in Action took a decision regarding the qualifications that long term and short term observers need to meet in order to become observers of DiA. DiA decided to place qualifications in order to have observers that show professional commitement and respect the DiA work plan, its working principles and the rules for election observation:

1) Obsevers must:
  • Have finished the middle level of education. It is prefered if observers have completed university studies or are currently attending universities;

  • Be over 21 years of age;

  • Be physically prepared and committed to observe the entire election process;

  • Respect the key principles of DiA: impartiality, accuracy, transparency and inclusiveness;

  • Respect the code of conduct for observers, the local and international standards for election observation.


2) Observers must NOT be:
  • Persons who are not eligible to vote in the elections of Republic of Kosovo;

  • Registered members of a political entity that runs for the elections;

  • Persons who are candicates in the elections;

  • Members of election management bodies;

  • Persons who are under investigation or who have been sanctioned for election irregularities in the past;

  • Members of the Kosovo Security Force, Kosov Police or Intellegence.


During the recruitment of observers, the DiA Secretariat will cooperate with regional coordinators to ensure, to the extent that is possible, that observers meet the qualifications set forth in this decision.
